This report would have been filed by the Caprican News Agency about a week prior to the miniseries. It's deliberately short and somewhat general given the importance placed upon this event - which was virtually none at all, at least by the civilians. To them the war ended 40 years ago, and Galactica was an expensive relic. So this story was page six news at best.
